An important milestone in international cooperation with a bearing on the environment came in
1996 with the adoption of the Comprehensive Nuclear Test Ban Treaty (CTBT) by the United
Nations General Assembly in New York. The CTBT, which prohibits all nuclear test explosions
in all environments, was opened for signature in New York on 24 September 1996, when it was
signed by 71 States, including the five nuclear weapon states. As of August 2001, 161 States had
signed the Treaty and 79 had ratified it. An elaborate global verification scheme is being
developed by the Preparatory Commission of the CTBT for when the Treaty enters into force,
which will be 80 days after the 44 States listed in Annex 2 to the Treaty have all ratified;
